Use map rating instead of amount of records on the top 10 levels to set a record list

That's not the point of the top10 records. The point there is which maps would give you the most points, and in that aspects it of course matters how many records that map has. There's more potential points to gain from a map with 100 records than one with 2.

But in the future having another one based on some sort of rating system could be an idea. But as it is now there's no point in implementing a how-good-is-this-map-rating system. Having every map with < 10 votes basically, it's useless. If at any point it becomes so popular that it would be reasonable to assume that pretty much any map would get at least 20+ votes or something, then it becomes relevant imo :)
